ELCT - Primary Health Care Project 2002

 

ELCT Comprehensive Primary Health Care Project is a five-year project that was launched in July 2003 as a component of Managed Health Care Programme (MHCP) of ELCT.  The project is supported by Dan Mission Council, Development Department (DMCDD).   The new PHC project was launched following the evaluation of MHCP in 2002 which indicated that the PHC component had not been given enough emphasis in the course of the major program.   The purpose of the evaluation was to determine the achievements of MHCP that started in 1997 and similarly to identify programme constraints, threats and opportunities and to come up with recommendations for further changes in the programme leading to more positive programme impact.

 

Following the recommendations of the 2002 MHCP evaluation the ELCT realized that there was a need to strengthen the Health Department at Headquarters in order to support planning of PHC work and implementation of National Package of Essential Health Interventions (TEHIP) in the dioceses.  

 

The purpose of this new PHC project is capacity building and advocacy at national and local government levels on diocesan PHC projects to strengthen the projects in the dioceses and secure more resources from Central Government and District Councils.  To this end the ELCT will also be strengthening Public Private Partnership being promoted by the government in order to pull resources together in the district in the context of Sector-Wide Approaches and Health Sector Reform for developing Comprehensive Council Health Plans in which Faith-Based Organizations like the ELCT are also partners.

 

In order to achieve this endeavor, the ELCT will start training of diocesan PHC teams to work together with communities, Council Health Management Teams and the dioceses to implement PHC activities.  Initial training for ELCT PHC teams will focus on Planning, implementing, monitoring and evaluation of diocesan PHC projects.  The second phase will be training of PHC teams on information gathering by use of Participatory Rural Appraisal (PRA) and strategies for improving Community Participation in PHC Projects.  The last stage will be supporting each diocese in writing of PHC project proposal. The ELCT- PHC Project is co-coordinated by Richard Mwakatundu – a Specialist in International Health - who joined the Health Department at ELCT headquarters in 2002.
